Public Sector Bid Manager

The Opportunity Public institutions face complex procurement, compliance, and delivery demands - especially when adopting new technologies and operating models. In this role, you will lead end-to-end pursuits (from go/nogo ‑ through submission and debrief) across competency areas, own contract lifecycles (from preaward risk shaping to ‑postaward‑ performance), and activate go‑tomarket (GTM) plans that position EY to win and deliver value across the Danish and Nordic public sector.
You’ll be instrumental in building our public sector capability-codifying best practices, strengthening frameworks, and mentoring colleagues. Key Responsibilities Bid Management & Proposal Execution Drive opportunity qualification, win strategy, and storylining; orchestrate proposal teams, reviewers, and governance gates.Translate complex requirements (RFI/RFP, framework call‑offs) into compelling, compliant responses; manage clarifications, Q&A, and bidder conferences. Establish and maintain a high‑quality bid library (CVs, case studies, methods, graphics) and analytics for continuous improvement (win/loss, pricing, differentiators).
Contract Lifecycle Management Shape pre‑award terms and risk positions in collaboration with e.g. legal, independence, finance, and delivery leads. Own post‑award contract mobilization (SLAs, KPIs, reporting), change control, obligation tracking, and issue resolution; ensure clean hand‑offs to engagement teams.
Monitor framework agreements and subcontractor agreements in terms of performance and compliance through formal governance (service credits, amendments, extensions, and renewals etc.). Go‑to‑Market & Frameworks Activate GTM campaigns with sector and account teams - thought leadership, events, partner ecosystems, and alliance motions.
Manage participation on relevant frameworks (e.g., Danish and Nordic public procurement frameworks), including onboarding, refreshes, and mini‑competitions. Maintain accurate pipeline hygiene in CRM and drive leadership visibility on pursuits, approvals, and progress.
Leadership & Ways of Working Coach consultants on pursuit excellence and public procurement best practices; contribute templates, playbooks, and training. Foster cross‑Nordic collaboration and knowledge sharing to amplify our impact in Government & Public Sector.
What We’re Looking For Experience Demonstrated success leading complex public sector bids and contract lifecycles with high compliance requirements (EU procurement directives and Danish public procurement practices). Strong understanding of framework agreements, call‑off processes, term sheets, SLAs/KPIs, risk allocation, and change control.
Proven ability to partner with legal, finance, independence/risk, and delivery to balance win probability and contractual integrity. Familiarity with CRM‑driven pipeline management and bid governance; experience in consulting or technology‑enabled transformations is a plus.
Skills and Experience for Success Bachelor, master’s or equivalent, in relevant field (e.g., IT, public administration, economics). Full time professional experience (5– 8 years), either from consulting or the public sector. Experience with bid management. Exceptional written storytelling, editing, and visual communication for executive audiences.
Structured project management across multiple deadlines and stakeholders; calm under pressure and detail oriented. Relationship builder who can influence senior stakeholders and coordinate multidisciplinary teams. Proficient in Danish and English communication.
Strong team player with a good degree of independence. Effective communication and presentation abilities. Personal skills such as being persistent, structured, and able to communicate with all layers. Solution oriented, proactive, motivating towards the team, and analytical.
